ภาพรวม

แอปผู้ใช้ ──► POST /billing/payment/create (Bearer user)

Legacy PayOS + sendBalances (POST /billing/topup/create) ยังมีเมื่อตั้ง PAYOS_* สำหรับ fulfillment ที่ merchant ควบคุม
